In the wake of the 1919 Plague, Quarantine checkpoints divide the islands of Rilao from one another. Their official purpose is to contain the disease, but the real rationale is to prevent the formation of political resistance and Rilaoan unity. The only ones allowed free passage are sinister costumed figures called the Plague Doctors.
